- ARTICLE I -- NAME:
- Section 1.
- This organization shall be a self-governing association called the
Council of Chief Librarians, California Community Colleges.
- ARTICLE II -- PURPOSES AND OBJECTIVES:
- Section 1.
- The primary purposes of the Council shall be to represent, promote
and advance libraries in public California community college education
and to provide a vehicle for communication among chief librarians, other
community college personnel, and state agencies.
- ARTICLE III -- MEMBERSHIP AND REPRESENTATION:
- Section 1.
- Membership in the council shall be limited to the chief librarian
(person with administrative responsibility for the library) of a public
California community college or his/her designee. The right to vote
or hold office shall be limited to members.
- Section 2.
- Those colleges in which the district office is located north of 34
degrees 50' North Latitude (the northern boundary of San Luis Obispo,
Kern, and San Bernardino Counties) shall be defined as from the northern
region of the state. All other colleges shall be defined as from the
southern region. Each region shall be composed of five areas (see attachment).
- Section 3.
- The membership year shall be July 1 through June 30
- ARTICLE IV -- MEETINGS
- Section 1.
- The Council shall hold at least one meeting annually. Location and
date shall be determined by the Executive Board.
- Section 2.
- There shall be at least one regional meeting held annually in the
north and one in the south. Locations and dates shall be determined
by each region.
- ARTICLE V -- EXECUTIVE BOARD
- Section 1.
- The Executive Board of the Council shall consist of the President;
the immediate Past President; ten (10) other members, five (5) of whom
shall be from the northern region and five (5) of whom shall be from
the southern region; and any ex-officio members appointed by the Executive
Board.
- Section 2.
- Each area shall elect its representative to the Executive Board.
An area representative may not serve more than two (2) consecutive terms.
- Section 3.
- The term of office of the members of the Executive Board shall be
two (2) years and begin on July 1 of even numbered years.
- Section 4.
- A vacant area representative position shall be filled by the Executive
Board through appointment of a member from the area in which the vacancy
occurs. The appointment shall be for the unexpired term.
- Section 5.
- The Executive Board shall be vested with the authority to interpret
and implement the provisions of this Constitution.
- ARTICLE VI -- OFFICERS
- Section 1.
- The officers of the Council shall be President, Vice President, Northern
Region, and Vice President, Southern Region.
- Section 2.
- The President shall be elected by the Council membership to direct
the affairs of the Council and shall serve as chair of the executive
Board. The President may not serve more than two (2) consecutive terms.
She/he shall plan and preside over meetings of the Council and shall
be responsible for calling regular and special meetings as required
to carry out the purposes of the Council. He/she shall act at the direction
of the Executive Board.
- Section 3.
- The Vice President, Northern Region, and the Vice President, Southern
Region, shall be appointed annually by the President from among the
area representatives at the start of each membership year. One Vice
President shall be designated by the President to serve in her/his absence
if required. When the president is not available, this designation shall
be made by the executive Board. Each Vice President shall plan the program
for his/her respective regional meeting, publicize the event, and preside
over it.
- Section 4.
- A vacancy occurring in an office of the Council shall be filled either
by election or appointment at the discretion of the Executive Board
for the unexpired term.
- Section 5.
- At the discretion of the President, the officers may act on behalf
of the executive Board to expedite Council business. The President shall
notify the Executive Board of any action taken by the officers.
- ARTICLE VII -- EXECUTIVE DIRECTOR
- Section 1.
- The Executive Director of the Council shall be appointed by and serve
at the pleasure of the Executive Board. He/she shall receive a stipend
for services rendered as determined by the Executive Board.
- Section 2.
- Under the direction of the President, the Executive Director shall
be responsible for elections, correspondence, record keeping, fiscal
accountability, Council archives, and other duties as assigned.
- ARTICLE VIII - DUES
- Section 1.
- Membership dues shall be set by resolution of the Executive Board.
- ARTICLE IX -- RULES OF ORDER
- Section 1.
- Meetings shall be governed by "Robert's Rules of Order, Revised."
- Section 2.
- A quorum at meetings of the Council shall consist of 25 percent or
more of the total membership. A quorum at a meeting of the Executive
Board shall consist of six members, and all issues brought before the
Executive Board or the membership shall be decided by a majority vote
of this present.
- Section 3.
- A Quorum at regional meetings shall consist of 25% or more of the
membership from that region. All issues voted upon shall be decided
by a majority of those present and shall be forwarded to the Executive
Board for approporiate action.
- ARTICLE X -- AMENDMENT
- Section 1.
- Amendments to the Constitution of the Council of Chief Librarians,
California Community Colleges, shall require a minimum two-thirds (2/3)
vote of those members voting.
