CCL/CCLC Policy on Accessibility Standards

The Council of Chief Librarians, California Community Colleges (CCLCCC) and the Community College League of California (CCLC) jointly collaborate to provide digital online information resources - library research databases, federated search software, plagiarism software, etc. - for use by students, faculty and staff in the California community colleges.

We believe that everyone we serve must have full access to these resources, and we are committed to helping to build an accessible electronic and information technology environment for current and prospective students, faculty, staff and members of the public. We support the work of the Accessibility Center of the California Community Colleges in developing and implementing solutions specific to electronic and information technology accessibility for individuals with disabilities.

In concert with these goals, the Council of Chief Librarians (CCL) and the League (CCLC) determine that all products offered through the Library Consortium must meet the accessibility standards recommended by the CCC Accessibility Center:

  • U.S. CFR Standard 508
  • Web Content Accessibility Guidelines (WCAG) 2.0 at Level AA Success Criteria.

Many existing vendors have certified that their products are in compliance or that the vendor is actively working to meet the standards.

New products are not required to fully meet these standards before being offered by the Library Consortium. However, all new vendors must assure the Library Consortium in writing that they are actively working to meet these standards and shall further indicate when they expect to be in compliance. A vendor which does not meet this requirement or which does not show appropriate progress towards compliance shall not have its products offered through the Library Consortium.

Existing vendors which have not certified that their products are in compliance or that the vendor is actively working to meet the standards must also assure the Library Consortium in writing that they are actively working to meet these standards and shall further indicate when they expect to be in compliance. An existing vendor which does not meet this requirement or which does not show appropriate progress towards compliance shall not have its products offered through the Library Consortium.
